I always look at it as "if I kill a mother and her child if I lose a trailer, what consoling words can I say to the surviving husband?"
I would not even sell it, because I do not want anyone else killing someone with it, I would put it on the front of my truck for winch point or for a ball mount to move trailers, or scrap it.
The disturbing thing for me is not that he did it, he welded it while on the truck, and had to lay a double thick bead to on the right side to cover his mistake, he might ahve blown through the metal. If he had taken the hitch off, welded it on the horizontal on all four sides, did not leave a divot where he started, and laid nice looking dimes down, or even a weave, then I would just cut off above the welds.
Time for a new receiver hitch.
