does car-fax check for liens or stolen?

Hhmmm...I don't know if Carfax does but in AZ you can check with DMV and confirm if it is a "clean" title.
 
If the vehicle has a dealership decal on the back then you could call them with the vin and see what kind of history it has. Not sure if you can figure out the liens or if it was stolen. Does the deal sound too good to be true or something? You could try the BMV or DMV and see what they can do.
 
its a beat up 1998 reg cab 4x4. unfortunately/fortunately the guy recently put tons of money into chassis parts and wants that money back.

my big hangup is I want to use my Citi Charge card Drivers Edge bonus points on it, about $675 to cover some of the purchase. the proof of purchase needs registration papers from the BMV, so it has to be a legal transaction (as they all should be ):icon_rofl:

I don't want to call the guy a bunch of times, that will keep the price up.
 
So worse case scenario is you don't get the points? I'd just do it. Most people don't take stolen vehicles to repair shops to get a bunch of work done. Just get the guys name and license plate when you meet him. that's enough info to catch him if he's crooked.
