What are safe gross and tongue weight limits for towing with the ball on the bumper of a 2000 Extended Cab XLT, 2.5L? Thanks.

Technically very little. These trucks are kinda known for being overused though. Did you have something specific in mind?
 
I know I see rangers every day with the bumpers turned back from too much on the bumper hitch

I don't have anything specific in mind, just want to know what to watch out for. Thanks for the caution.
 
Obviously you do not have a owners manual, so maybe you could search like Edmonds.com who rates most any vehicles. Not a great answer but it can be searched on the internet.

If you look real close you can tell your looking at the top of the rear bumper, and they rigged the plate on it as is lol

For the light loads that the 4-cyl trucks are rated for, you can probably hit your legal limit on the bumper.
 
We ended up towing a full UHAUL 5 x 10 cargo trailer 1200 miles using the bumper hitch on our 99 Ranger with 3.0L extended cab ranger. No idea of the loads though and nobody questioned using bumper hitch.

We were intending to use the explorer with the 4.6L and class 3 hitch (caravanning with both vehicles) but UHAUL specifically prohibited using Ford Explorer's for towing their trailers so it went to the Ranger. Fortunately the Ranger bed was full to help stick the rear or that trailer would have been pushing the rear around much more than it already did.
 
A lot of bumpers will have the max tongue weight stamped into them in the center by the ball. At least mine does.
