Are my cylinders bad?

I have a 93 with 10" drums and I'm trying to replace the shoes and springs. After I put everything back in place I had my wife press the petal only to see the shoes not move. My question is would I be able to see the shoes spread when the brake petal is applied? I see them spread when the E-Brake is applied which makes me think is the cylinder not pushing the shoes apart and just want a second opinion.
 
Either the cylinders are seized, or your RABS valve is gummed up and not allowing any fluid to the rear brakes.
 
I had to replace my RABS valve not too long ago. Pop open the bleeder screw and see if fluid comes out. If not, take the line off the back of the RABS valve. If nothin comes out, but comes out of the line going into it, replace it or bypass it
