I've got a 99 Ranger 3.0, and when you put the heat on the vent setting only the middle vents above the radio. What would cause this?

Air only coming out of middle vents

On vent air should be coming out of the center dash vents, The two above the radio and the far left and right center vent. The outer vents should have a air shut off wheel that closes and door behind the vent, is this working ?

They're all open. And the air hardly comes out. Once in a while it will come out with hardly any force
