99 Ranger Vacuum Hubs

Hi,
I had the left sealed wheel bearing replaced on my 99 Ranger, and now my front hubs will not lock. Where the vacuum line attaches to the hub is pretty rusted, so I am thinking about converting to manual hubs. The AVM web site says "AVM Manual Locking Hub Set For 1997 - Early 2000 Ford Rangers With Vacuum Actuated Hubs (Will Not Work With Live Axles)" My question is what are live axles, and will they work?

Live axles mean you don't have hubs, the axle shaft turns all the time... If you have PVH hubs, you don't have a live axle...
 
Live axle would be the 2000+ trucks
