99 Ranger 2.5 Liter Fuel Tank Leak

Well, last Sunday I had a couple of mechanic friends install a new fuel pump in my truck. Runs, but it leaked gas from the top of the tank in the area of the plate. So they dropped the tank again and one of the boys accused the other one of putting the big ) ring under the plate instead of on top of it. Which he did. And it still leaks. Runs down the side of the tank. Now a huge amount, but enough. So they are gonna pull the tank yet again tomorrow.
I didnt see what they were doing under there so my question is, what is the proper placement of the O ring? Under, over the plate, what? Cant find an "exploded" view on google that shows the O ring.
It seemed to leak the first time from driving and the gas (1/4 tank) sloshing around in the tank. Now, it seems like it leaks the worst right after you turn the motor off. Like back pressure. Sitting there idling there is the occasional little trickle down the side of the tank, but not much. Its not a full bore leak like the line is off or anything.
What should they be looking for when they pull the tank tomorrow? Thanks!
 
That what seemed right to me on the O ring. Yes, the plate meaning the top of the "rack" assembly that sits on top of the tank and the big ring screws down on it. No idea, it may be a line seeping or something. I just dont know. This is getting ridiculous. Im gonna crawl under there with them today and take a closer look at what they are doing.

Take the bed off as stated above.

Will be easier to see what your friends' sick dkinners have been doing.

Found a professional video on youtube last night and we have the O ring on right now. But having dropped the tank 3 times and letting it swing by the filler hose, now its leaking a little when I put gas in the truck. It was probably half rotten anyway. So now I have to find one of those and get that put on and maybe I can leave that part of the truck alone for a while.
 
filler necks seem to rust out on these trucks. mine did on my 2000
