98 rear brakes hot

I have replaced the drums, shoes and wheel cylinders. The parking brake cable is not catching or binding up. The drums get hot after about 2 miles of driving. I have backed off on the self adjusters all the way. I'm lost as to what is the cause now. Could it be the rear proportioning valve? Bad master cylinder? Please help. It's a 98 2.5 regular cab with 9 inch drums.
