98 Ranger 4WD not engaging

Hi. this is my first post. I recently purchased a 98 ranger with 4wd. It snowed today and the 4wd did not work. lights come on in dash, but just rear tires spin. I put it in 2wd and tried turning axles, 1 moved and 1 was locked, put in 4wd hi and the other(passenger side) locked in. put it back in 2wd and the driver side stayed locked in. Gonna work on it tomorrow in my driveway, Its supposed to be 21 degrees! .
I did some searching and will try some of the things mentioned, 1 post mentioned hubs getting out out of sync but did not mention a fix.

Any help would be appreciated
 
Hi, Newbie here. Still no 4wd. went on ice and gave it gas in 4wd hi and spun rear tire only. Stopped on ice and put it in 4wd lo and rear tire spun sitting at idle(which it wont do in 4wd hi) so I am assuming 4wd lo is working.. both 4wd lights work and fuse #27 is good. Passenger side hub goes in and out when switched but drivers side hub stays engaged. I did hear a noise while driving in 4 hi today sounded like it was coming from mid truck, like something was trying to engage but stopped when I stopped and has not made it since. I read there could be a 4wd control module behind jumpseat but I cant find it. Is this correct for a 98? Any help would be appreciatted its cold out workin in the driveway!
 
Still no 4wd. Took the truck out today Put it in 4 lo and it definitely went in. Dramatic difference driving very noticable. feels like granny gear. Goes in and out of 4lo and 4hi easily . 4wd lights work and I hear relays clicking. Still have Drivers hub stays locked all the time. Passenger side hub goes in and out easily when switched from 2wd to 4wd. I have no way right now to get all 4 wheels off the ground. I just bought the truck. Slight whining from transfer case in 4lo maybe normal I dont know. any other tests that you can think of? will try to get drivers hub unlocked tomorrow, but it doesnt seem like that should cause me not to have 4wd drive....Thanks in advance for any help!
 
Checked everything again today everything seems to be working. While inspecting vacuum lines The metal tube to the hub snapped right off. Rusted right thru. So drivers side was stuck locked and passenger side was stuck unlocked. Converted original hubs to manual by cutting out screen in center, seems to work, but it got dark before I could try 4WD . Tomorrow will try to plug hole where tube broke off. Would like to maybe take entire hub off and lubricate. Can anyone tell me what to lube splines with, they didnt seem corroded but where dry?

Looks like your doing a good job chipping away at the problem,
Do you have a Haynes manual?
 
Thanks, no manual yet gotta look online for cheap one. Hopefully tomorrow it works!
