97 ford ranger 2.3l no start

I installed a low mileage engine and ig will not start. I have spark even under compression... I have a tool that test for it. I have compression #1-240psi #2-210psi #3-210psi and #4-210psi. My fuel pressure is a steady 40psi with the key on. The timing marks all line up at tdc compression stroke. I'm lost and a mechanic to. The engine that I removed had a crack in #1 combustion changed but still ran. I'm lost I'm in time and have spark have fuel psi no codes have compression
 
Check the sensor on the crank. I broke mine while doing my engine swap and it was doing the same thing.
