96 ford ranger rusted coil spring tower

Hello all, new member looking for advice! Recently bought my ranger about 3 months ago. It's obvious there was a brake line leak from the previous owner that totally rusted out the front passenger coil spring tower. Causing the truck to slump down and jamming the whole tower into the plastic frame above, yet I could still drive it into the shed. I've got a used one from junkyard and I'm in the middle of taking the shock and spring off. The shock's bottom bolt snapped off in the spacer sleeve? (being so rusted).. so i tried punching the whole rivet out but nothing.. I was wondering what the best approach would be I've got welding equipment and alot of other tools at my disposal. And what should I use to replace the mushroomed bolt over the spacer? Have a new shock's for both sides and new bolts for the tower itself.. in a predicament, will update with photos. Any help is much appreciated!
