94 ranger with SVO swap NO START.

I'm going to give a little background first. My uncle bought this truck and it ran, but had a bad turbo, low compression, and a crack manifold. Instead of fixing the engine that was in it he chose to replace it with a low mileage turbo coupe engine. Since he has done that the only way he could get it running was by spraying fuel into the throttle body. It would not fire by itself, but once running it would run and drive...He said it misfired a little, but overall was impressed by the truck. Now he wants it fixed so I take on the job.

Start by checking the basics. Engine has spark, compression, fuel pressure, and an injector pulse. I know he isn't the greatest mechanic so I began checking things he said he had tried like the distributor and such. First I check timing. It was off at least a tooth so I replaced the timing belt and tensioner. Then still doesnt fire. So i check the distributor. It's off so I set it to TDC put it in so the rotor is about 4 oclock and facing number 1 post.

At this point I expected it to fire, but nothing still. Began checking the basics again. Still has spark, fuel pressure, and compression, but has no injector pulse now. Plugs are dry. The day before when I checked the pulse I did so with a test light with the injector unplugged. I could see the pulse with the test light and now nothing. I started checking powers and grounds at the TIF. Has all the required powers key-on and cranking, but I noticed the light lit dim on all other pins including the ground.

At this point I am looking for how many grounds this ecu needs to run. I have found 3 that are all good(not all form the ecu just in general). Also how i can check the signal to the ecu without a scope...or what else I can check. Also ideas on what could be going on here.

The engine is from a 87 turbo coupe. Has a LA3 ECU.
