92 Ranger fuel issue.

I understand both of those things. I tested the ect and its resistance is within range. When the truck does start it does idle high like it should and then returns to a normal idle also like it should. Also I have 40 psi of fuel pressure which is also within koeo specs. I just cannot figure out why this truck is starting hard.

I had what Tom described in a low pressure fuel pump...the carbs have a small tank with a float in it so it wasn't easy to determine...until I did the LPM test...litres per minute...and it was quite a bit under the original capacity of the pump...when I changed it things got better...

How 'bout a worn out fuel pump that has 'morning sickness'? If the pump is on its last legs(how many miles on the pump?), it may have higher resistance across the brushes, or more friction in the bearings that loosens up as the pump warms, or makes better contact.
Was the volume checked when the pump was cold?

The things that affect cold starting are multiple, but the major one is fuel:air mix. The fuel has to atomize and mix with the air to be combustible. If it is not mixed, due to bad spritzers, or low pressure, or the vapor pressure of the fuel is set to 'summer', it will be hard to start. If you cycle the key to do multiple 'prime' cycles with no difference, and the fuel pressure is maintained, or is at 40+ after the FIRST cycle, then I'd agree the fuel delivery pressure and availability to the injectors should be sufficient. How old is the gas? How cold is cold? Have you tried other brands of fuel? Are you using tractor gas? I don't even know if there is still such a thing...

I did check the volume cold. The pressure is already built up on the first key cycle. I drained all of the fuel and tried new gas and same story. Cold is sitting to where the engine is ambient temp. Once it sits it is hard to start. I think im going to be trying a pump.

Are you pushing on the gas pedal? Does the idle control work properly and give a good fast idle? (Too many posts to remember) If the IAC was lazy, it might not open the throttle(in effect) and give any gas/air. If you 'help' by putting a toe on the gas pedal, and it starts right up, do a R&R of the IAC, clean it between the R's. See what happens...
