89 b2 t-case help!

Hi all, I'm new to TRS so bare with me. I am having issues with my transfer case/transfer case shift motor. I recently put it in 4lo and when i tried to take it out it came out of low but not 4. So thinking it was the t-case motor i got the new 90 some odd dollar motor and it is having the same issue comes in and out if low no problem but won't come out of 4. I even turned the transfer case by my self but had no luck turning the motor. Please help. Thank you, Shelby
 
Did you try rocking the truck with the hubs locked in and trans in neutral while you shifted it to 2wd?
 
There is also an electronic shift module that could be causing your problem. IIRC it is a black box about 6"x8"x1" with a bundle of wires going to it. It should be behind the plastic body panel on the driver's side.

I never took one out of a B2, but the Explorer has it in the cargo compartment, and the Ranger has it behind the seat.

How to test it, I do not know; we used process of elimination on my buddies Ranger.
