Yeah its inside the Dizzy. You need to pull the Dizzy to change it.
I had this very same issue, I replaced everything and turned out to be a short in the harness, between the TFI and the plug on the passenger side valve cover.
You can have all good components, but if you have a short in the harness, you're dead in the water.
