The engine in my Ranger has less then a 1000 miles on it however it sat for almost 10 years.When i drove it first couple days,a few miles each day,it missed a little but other then that no problems.third day a little smoke on start and ran rough,it did not want to accelerate. Now have to floor it to start and it will idle after a few but stale when i put it in gear ,no power.Starts to smoke some at first but gets worse after a few minutes. Changed plugs,wires,cap,rotor.when changing plugs there was alot of oil ,even some in the tail pipe.Could oil seals be the problem?
 
Could be a bad (mechanical) fuel pump.

Sitting that long, its diaphragm could be leaking, not providing enough fuel to the carb.

You can rule that out by putting fuel in a funnel with a fuel line to the carb. You'll need a few feet of tubing to get the funnel up at least 2-3 feet above the carb. You also need to catch what fuel comes out of the mechanical fuel pump's open line while the engine is running during that test (or disconnect the fuel inlet line to the pump).

yes, could be cracked valve guide seals, took a few days to saturate them now oil from the valve cover area is being pushed and sucked into the intake and cylinders.
These can be changed without pulling the heads.

I would pull each plug and see if each has oil on it.
Also while plugs are out do a compression test on each cylinder, see if rings are ok.

Oil vapor can also be pulled in via the PCV valve and Vent tube, this is normal, but if these are not clean and clear pressure builds up in the valve cover area and pushes more oil in thru the worn valve guide seals.
