4.0 low fuel pressure

I have a 94 ranger 4.0 extended cab that is completely stock. I have been having some problems with the way its running and all the troubleshooting has left me no where.
This thing has no power under any load no matter how small.
I have replaced the plugs, wires, and coil before realizing that its a fuel problem.
The fuel pressure is running @ 36psi Static, and 24psi running with a brand new fuel pump, filter and regulator. The static pressure is sitting at the low end of the specs, and the pressure with the engine running, completely surprises me that it runs at all. I have cleaned the inside of the tank, and blown all the fuel lines out with an air hose. I've also done a little troubleshooting as to the injectors possibly sticking open, they seam to be operating properly.
I'm just about at my wits end here, the wife's 01 Intrepid lost its tranny after 225k miles so this is our only vehicle right now.
Any ideas would be helpful

Did you try clamping the return line from the regulator.When you do that you can see if it's not draining and the pressure builds.I would do research make sure there is not another filter.You could also check the voltage to see if it's good.Last time I had a fuel problem it was a bad connection from a loose wire going to the under hood fuse box.Tightened the nut and my new parts started working great good luck.
 
Thanks for the reply, I forgot to mention something else I have found odd. With the FPR hooked up properly, I get 24psi, but if I drop the vacuum line off the FPR, the pressure jumps up to normal operating pressure, (36psi)
the pressure does go up when the return line is clamped
