Replaced the battery today after 7 years which was a good long time. The positive terminal connector is tightened by using a 5/16" socket/wrench but the negative terminal is something different. Is it supposed to be the same size or smaller size? It has been corroded and is smaller somewhere between 1/4" and 5/16"?

Use whatever fits.
If any fastener is corroded, a) be grateful you're able to turn it and, b) effect replacement before it crumbles away completely.

Battery terminal hardware is sound stuff. Some last for decades. Bad batches of cheap hardware come down the line for sure.
Cheap nuts and bolts can crumble away like graham crackers. It happens.

It might be metric. 5/16" and 8mm are essentially the same size. So the slightly smaller nut or bolt may be 7 mm.
But I bet that corrosion has made it smaller.

I was able to tighten enough but will need to find another bolt. The nut was smaller that 7mm and bigger than 6mm. Maybe go to the bone yard and find one.

Thanks for the confirmation

There are 6.5 mm sockets out there. But a new nut and bolt will be cheaper...lol.

Replace it while you can still remove it. It’s going to keep rotting.
