1994 Ford ranger XLT 4.0 under hood fuse box relays clicking rapidly

Hey there ranger fanatics I need help with my 94" Ranger xlt it's a 4.0 with a manual transmission .The problem I'm having is when I go to start my truck up in the morning or when it has cooled down it won't start until like the 3rd crank and I hear the relays under the hood clicking rapidly randomly, could my fuel pump be going out? I took the engine bay fuse box apart from the bottom to see if there was anything wrong with loose wires and corrosion but everything looked normal to me, I been trying to figure this out for a couple of days now ,the last thing I did was disconnect the inertia switch and that made my relays stop clicking rapidly...could the fuel pump be going out and causing it to ack like that . Even when Im driving the check engine like comes on and off causing my truck to bog down and regain its self I also notice the check engine light flickers as this happen (flickers) not flash . I need help please. Thanks in advance .
Things I recently done to the truck in less than 6 months
*Spark plugs and wires
*Iacv
*Mass air flow sensor
*Intake temp sensor
*Both coolant sensors
*All new a/c system
*PCV valve
*Year old battery
*Fuel filter
*Air filter
*Lower and upper intake gaskets
 
Relays click rapidly when they're at the voltage threshold needed to hold them in which is around 8V, if you're getting that condition there's a bad connection somewhere like either end of a battery cable, connection at the starter relay on the inner fender area, any connection on the ground cable.
 
I agree with @scotts90ranger. Start by checking battery voltage and wiring connections - both positive and negative, and clean up or remove that trailer plug mess.

Okay I'll check them out it's weird this morning it took me like 10 minutes to get the truck started and I also hear a hissing noise coming from the intake manifold area and I could hear my fuel pump burbling while the relays click ...thank you guys I much appreciate it I'll get back with results of volt readings

The engine was off when I heard the hissing noise from intake manifold area .
 
Ok fuel pump relay reads pin #30-12.72 #85- 0.40v #87- 0v #86-12.71v
WOT relay pin #30-0 05v #85-0.05v #87-n/a #8612.70v

I found out that I had a bad relay so the thing was that I check them after a drive and they read good resistance within specs but I did not take into consideration that the temperature of the relays matters because I checked them again first thing in the morning while cold and one relay reads 157.8 resistance out of spec that's why my relay was clicking rapidly on cold starts and occasionally intermittent check engine light with loss of power so I want to say thanks @scotts90ranger and @Curious Hound

Thanks for the update. That is an unusual failure. Not unheard of. But not common. Glad you figured it out.
 
So I just want to point out the problem still occured after a couple of days of changing out the relay, I ended up replacing the capacitors on the ECU one of them leaked and another had some corrosion it's been a week since I did that and the truck hasn't had any issues Thanks
