1989 b2 won't shut off?

So I got a 1989 Bronco 2 that wasn't running andthe guy said he had the transmission rebuilt and after he drove it a while it quit and wouldn't start well he played with a ton of stuff, replaced the distributor and TFI module, the ignition switch and the neutral safety switch, and after I diagnosed a bad fuel pump relay we got it to start. Then get this it won't turn off? I tried replacing the ignition switch adjusting it every way possible, but even with it running and the switch off, moving it to the off position it would not turn off the engine? The wiring has been monkeyed with quite a bit, so any ideas what could be causing it not to turn off?

I do know the single wire alternators will sometimes cause this issue. I've seen it back feed through the charging indicator light... I'm just not sure I've seen it in a Ranger.

It could be in the ignition switch... it could also be something hooked in wrong or even a stuck relay.
 
Thanks Uncle Gump, I will pull and test the eec relay and remove the extra wires previous owner left from lights and stereo that aren't necessary. Appreciate your input.
