Switch should read close to zero. Rule no.1 when working on electrical, keep everything plugged in when testing. This includes motor, lightbulbs, etc. If your switch is bad and has 130 ohms of resistance, if you unplug the motor and use your meter like you did, you will get 12v. With the motor plugged in you will get nothing. The 130 ohms resistance is too high for the motor to work, but it is not too high to drive the meter, which requires very little current to give a reading.
