If i get a reading of more than 1 ohm on a switch, it's not working. Usually .3 or less.

Edit: This may not hold true for things that just send a signal to an electronic module like the PCM or GEM.
 
Switch should read close to zero. Rule no.1 when working on electrical, keep everything plugged in when testing. This includes motor, lightbulbs, etc. If your switch is bad and has 130 ohms of resistance, if you unplug the motor and use your meter like you did, you will get 12v. With the motor plugged in you will get nothing. The 130 ohms resistance is too high for the motor to work, but it is not too high to drive the meter, which requires very little current to give a reading.
 
Resolution: Finally found an OEM intermittent stalk on ebay - replaced and I now have functioning washer for windshield. Not the greatest pressure out of the nozzle but hey small victories.
