1987 A4LD Auto Not Shifting When Cold

I've got a 1987 A4LD Auto hooked up to a 2.9 in a Ranger STX 4X4.

The previous owner swapped out the motor and trans from a 1987 B2. After 150 miles the tranny bearing blew out. He had boogered up the aluminum bell housing, which I had to have replaced. The tranny runs fine when warmed up. When it's cold the tranny won't shift out of 1st gear. The tranny fluid levels are fine and no leaks.

Any thoughts?
 
A4LD Cold Shifting

I have a '92 Ranger with An A4LD. The colder it got, the worse it got. I had had the tranny rebuilt in the summer after a planetary failure. The shop had reused the governor. Took it back and they cleaned it out. The shifting problem came back. It cost them a valve body when they finally decided to put a new governor in it. They told me the governor is made out of aluminum and debris can score the bore.
