From what I am reading there is no marriage between the Holley Sniper and the TFI. Yes you can run the engine with the timing locked with a TFI distributor, I did that for about a year when I put the regular china 2bbl carb on it, and got rid of the ECU and it's wiring. It ran surprisingly well. Down a little bit on fuel mileage, and not was responsive at low rpms, but it will get you around fine.
You will need a ignition system that is stand alone, and does it's thing by itself. The duraspark was the common popular option, but unless someone stepped up and started making the DSII distributors for a 2.8, they are all pretty much gone. There is one that you can buy off ebay that is from Europe that people are having some luck with. It's stand alone, has it's own module inside the distributor. With both of these stand alone systems, they have the separate ignition coil, and I am assuming your Sniper can get a tach signal from the negative of the coil on these other systems.
