08 Tribute (Escape) Fuse5 always flows current

Fuse 5 is always hot. It goes to a "FET" in the fuse "smart" box then to the shifter assy shift/park lock solenoid. I disconnect the connector at the shifter (thus disconnecting the solenoid) and current flow through the fuse is still close to an amp. Does this mean I have to assume there's a malfunction in the "smart" fuse box and I can never put that fuse back in? What kind of malfunction? What part would I have to replace? Do FET's go bad and dump current to ground? I've got the solenoid pulled out and secured so I can shift out of park with the solenoid unplugged. Maybe I'm better off without a locking shifter.
 
Are you having battery drain problems? And pulling fuse 5 makes the drain problem go away?
 
Yes. pull both 5 and 26 and no leakage. Put just 5 in and about .75 amp. Take 5 back out and put just 26 in and I think about 1 amp. 26 is the cluster and I haven't started looking at that yet. The cluster is a big black box. There's no schematic so I guess I just have to tear into it. But Fuse 5 is simple, a FET, a solenoid, then to ground. Unplug solenoid and still flowing. Only thing left on circuit is FET.
