Can a clean looking filter still be restricting fuel?

Btw, I have video of that accident. Don't think I can post it here though. Message me if you want it, I will text it to ya.

Did his fuel filter or pump fail?

I think he might be referring back to this.

Motorcycles have no relevance for this discussion.

As for the dual pump thing, only Rangers with dual pumps were early older ones with either a lift pump in the tank and high pressure pump inline, or dual tanks (I think most of those had three). By '01, like OP is asking about, they were all single fuel pump in the tank. The dual pump OP is talking about in post 7 is an aftermarket pump hanger for dual intank fuel pumps (like your lightning). Such a setup probably wouldn't even fit the factory Ranger tank without modification.

Dual pump is a first gen thing, tank is more vertical, second gens have a more square tank with a larger cross section.

They also changed the fuel sender resistance.

Most go the other way, losing 50% of possible fuel pumps to fail by swapping a high pressure pump onto a low pressure hanger.

I know. That's why I said it's the "early older ones". Also know that converting to single intank pump is the more common way to go, at least for those in the know.

Was trying to point out to cbxer55 that his Lightning dual (or even triple) pump experience has little relation to a Ranger, without bluntly saying that his Lightning dual pump experience is about useless in this context. Since that apparently wasn't apparent, now I've said it bluntly.
