Nope, no, nada...
It's a tire chain connector/tensioner tool. Used to bring together the hook/loop on large tire chains.
Used on big rigs...the compound leverage makes it a bit easier.

This is much closer. It's called a "mini-duo wire tool". It is for stripping and cutting in tight spaces. The one I pictured is nowhere near the quality of the one I lost, particularly the stripping tip.

Commonly called a P-38 as identified earlier. I believe there is also a P-51 that is larger
