Thats so you can start it with your foot to the floor and see how high they launch. (Dont try this at home kids, its not good for your engine.)

Maybe they are like soda bottle silencers!!!

Or to keep the rain from ruining an engine that gets held at high rpm for 60 seconds at a time.
