Rich with high idle might be the fuel prressure regulator.
No change when you remove the vacuum line condemns it. Make sure its hose HAS vacuum.

Check the ECT; it has a lot of input just like the IAT does.

If it were the IAC, it should still start if you slightly press the gas pedal to give it air.
