i have a 91 ford ranger with a manuel transimission and it wont go into gear it has a brand new clutch and master cylinder what could be wrong with it ?

Likely air in the system assuming everything mechanical is ok

Slave could have air in it or the slave could be bad. NEVER pull it apart and put the old slave back in.

will it go into gear if the engine is not running?

It'll only go into gear if its not running if it was left in the same gear your trying to place it in when it was shut off. And then its a 50 /50 shot itll go in fully not running.

Push the clutch to the floor and slip your foot off the pedal so it slams back up. < with the engine off!
Repeat a bunch. Then try it.

If that works for a drive or 10, it's air.
Typically the slave is the culprit, but it could be the new master or the quick disconnect.
