Wire Game....

My turn signals quit working and kept popping the fuse so I have pulled the dash and steering column apart. I replaced the switch as I was having problems with the headlights as well.

Anyway my question is this, facing the dash there are two connectors going into the cluster. The one on the right has two black (ground?) wires coming out of #11. One goes somewhere the thinner of the two isnt connected to anything and appears it might have broken. Where should this wire go?

EDIT: With all the connections disconnected from the dash and the combo switch I put a fuse in and turned the ignition and it still popped...

I'm lost...everything else works, except for the turn signals, and the reverse lights. I've unbundled all the wires behind the dash and all of them look good. As far as I can tell all the grounds are still connected.

The only odd wire is the one black out of the right side cluster connector. I tried grounding it and still got the same result.

I would assume disconnecting the dash cluster and the signal switch eliminates them as the problem. The grounds for the bulbs all look good. The only kinda bad looking wire is the battery ground wire.
