Windshield wipers stay on?

for the life of me i can't figure out why, but my wipers wont go into part gotta put in the fuse to turn them off and on. I can vary my speed like normal. so i installed a new switch, then a motor neither helped. i took off my speed governor and the sircutboard looks fine took apart part of that portion of harness and it is hasn't been messed with till now...

btw its not a ghost already had that checked

Sounds like it could be a short to power. I could be wrong. I'd check over the harness again.
