will a 2.9L out of a 89 ranger bolt up to my 95 with a 2.3L ?

EVERYTHING. You are far better off finding another 2.3. And if for some reason your still curious into doing it, here is a short list:
motor mounts
entire wiring harness, and some crazy wiring splicing and running and pin changing, cause basically your going to have to use the entire 89 harness in your 95.
another transmission, cause the bolt pattern is totally different
Going to have make some kinda exhaust
throttle cable
radiator
ect....

to be honest the wiring is the part that will make it impossible for most to finish, and even still once it was done you wouldnt have anything spectacular. Not to mention the hundred people on here who will think your nuts for wanting to put a 2.9 into anything, but thats a different story. If you need another engine find one out of a truck the same year.

+1 swapping in a 2.9 sounds like a terrible idea, another 4 cylinder is the easiest, and if you are going through all the work, might as well get a 4.0.
