Im kinda new to this site, so, what does 'Sticky: ' mean at the beginning of a title on here? tnx!

A sticky is a post That is always at the top of the list

Yes, all information websites and forums using "stickies" in the sub forums, they can contain "Read first" message or answers to commonly asked questions related to that forums topic.

When a member posts a question in a sub forum that post will move down the 1st page as other members post their questions, and it will eventually move to the 2nd page, then the 3rd, ect..........
The stickies posts stay on the 1st page of that forum so they are easy to find.

The Moderators of a website/forum decide which posts will be "stuck"
