It looks like alot of the filler material is made up of wood though... and various other materials stolen from a construction site.

I am going to guess that the paneling in the full picture of the passenger side contains more than 25-30 lbs of Bondo.

That looks bad, it seems like it has been through a lot. I feel like it can still be restored but it will take a lot of time, effort, and money to fix it.

It would have to be totally stripped to a bare frame/running gear and rebuilt assuming the frame is good and not made out of 2x6s...a stretch to believe after seeing that.
