My only thought is... Just drive over the tires. That's what we've done when it is necessary. No issues with tires spinning and trailer moving.
Unfortunately, it’s not something I was speculating about. A couple times we backed cars up, and the torque from the wheels would spin the trailer wheels, and we almost got in trouble. Putting a little flat piece on top of them that won’t slide out solved the problem.
