What should my actuator do

When should the D shaped stem coming off the actuator turn? I'm referring to the piece of the actuator that inserts into the top of the blend door shaft. I've got it off the heater box but still plugged in, but no matter which knob I turn on my climate control, it doesn't do anything. When should it rotate if its working properly?

So since my old actuator wouldn't do anything, I plugged a different one in that I know works and still don't get a response. What could cause this?
 
I'm assuming you have electric controlled actuator. If so it will have several small wires going to it. (Some were vacuum controlled.) I've seen a schematic for this in an earlier post, but it is basically a power wire to the temp control, then the wires to the actuator. So check for power to the control. If no power, check fuses etc. If you have power then the control or wiring may be bad.
 
Yes, it is electrically powered. I'll give that a shot. Thanks. I'll try to find that schematic.
