Looks like a gas tank to me...with a nylon shipping strap around it in case the metal strap rusts out...

I guess that's shipping strap isn't stock huh! I'm guessing it shouldn't be whining

Did you buy it new...

Could be the tank has been replaced and thats how somebody fixed it.
Those plastic tanks get punched from flying road debris.
That's why you should never drive over road debris if you can avoid it.
In my area, the Mexicans like to throw out bags of garbage containing glass bottles, etc.
A shard of glass at hiway speeds can pierce the tank easily.

I would guess from the angle of that shipping strap, that it is probably holding the fuel lines down tight to the tank keeping them from flopping about. This was most likely part of a previous repair. It would make me investigate it further, simply to check the condition and connection of the fuel lines.

That's the fuel pump whining. Some noise is ok.
