What is this part?

On the left. A cover to something. Always nice to have extra parts not missing parts.
I know what the part is on the right. I don't think it's stock, because with it on you can't fully seat the terminal. I don't think they are necessary (terminal cover), I've never used them. I'll still do CRC red protectant.

The thing on the left covers the ob2 port that is by the steering column on the bottom of the dash.
