All Ford's CC controls have always been on the wheel for as long as I can remember. Early 80s at least.

I also believe the item in question is an aftermarket cruise control. I've seen a few like this in the past on vehicles that weren't originally equiped from the factory with cruise.

looks too goofy(ugly) to be stock, besides all Rangers ive seen with cruise control have it on the steering wheel.

RSH, If you look at the pic it doesn't have the controls you are talking about, therefore it didn't come from the factory with cruise. I'm pretty sure this is the kit (or very similar) installed on it:

That is an after market cruse control. I have seen a few of them installed over the years at my uncles shop.
