What is this called and what are they made of?

Its a very simple piece seen on trophy trucks a lot. Its the black plastic/rubber/fiberglass guard under the bumper, but I have no clue what its called. The reason I ask is because I am hoping to make a bumper almost identical to this one (see picture below) with that lower black piece. I think it looks BA on that BII. Hoping to figure out what matterial it is. Thanks!

I forget what the material is called. We have a roll of it where I work. I will see if I can find out the name of it. It's kind of a plastic that feels like rubber. Real tough stuff. I have seen it used on builds many times. I also like the look.

High Density Polyethylene (HDPE) Sheeting. Found it. You can buy it on ebay or source it online. They even sell it in different colors. Glossy or flat. Google is your friend.

Also where is a good place to get those fasteners? are they just quarter turns?

They look like counter sunk bolts into beveled washers.

The piece is called a valance and you can get the washers from kartek they are called body washers under the body panels tab on kartek.com they have aluminum and polyurethane ones...that valance is likely abs plastic and is pretty stiff I suggest the aluminum body washers
