what is it?

i found this last night while i was looking for my fog light switch pigtail. im getting ready to use the OE wiring for my fog lights and i have everything hooked up from the lights all the way to the switch, but when i found the harness it was plugged into this

the ford numbers are E97F-6C625-AA U107D
Heres what the inside looks like

its a relay......could be for wipers or lights or fuel pump. should be more of them in your under hood distribution box

yeah, it looks like one, but im just wondering why it was plugged into the foglight pig tail in the dash board because there is already one under the hood in the main fuse block for the fog lights?
