Weird electrical issue

Having a few problems in my 2000 ranger 4.0 I don't know if they are related or not but maybe someone knows. 1st the info center and the cig lighter do not work. However the aux power socket on the other side works fine. my dash lights are only about half lit. And the last thing, when you hit the unlock/lock button on the doors, it moves the plunger on the door, but only about half way and it won't lock or unlock it. Any ideas would be greatly appreciated
 
Is fuse #17 okay? The dash lights are all on the same fuse. If they all quit at the same time, there'd be a problem in the dash circuit, Either way tha dash has to come apart to replace the bulbs or fix that circuit. Are both lock doing the same thing? If only one lock does that, you could try spraying WD40 in the latch area and see if it helps.
