When it comes to taking if the belt driven fan off to put in an electric fan do i need to get a pulley off of a 2.3 with an electric fan?

So what do i need to do for the water pump to spin correctly? Because if i tighten the bolts down all way thr water pump pulley wont turn at all

Shorter bolts. Or thicker washers.
The 2.3 Ranger had a belt driven fan all the way to the end.
