Valve spring pressure

My 4.0 has valve springs that test 75-80 pounds at installed hight. Can that be correct? My machinist (who drag races VW's) says even a stock VW spring has better pressure. A used one from off the bench tested at 120 pounds. Whats up?
 
Does the engine run good? as long as its closing the valve securely and on time i wouldn't even worry.
 
I would check with the cam manufacturer for specs.

The motor is NOT running. It was pulled from a dead Areostar. The heads were removed, ported valves ground and then springs were checked befor assembly. I really don't want to reinstall them and then have to remove them again!
