I cant find converstion kit for a 99' Ranger....anyone no who sells them for that year?

You won't find a "kit" for Rangers newer than 97. The kits fit TTB Rangers. Where you do luck out is all the 302 stuff from the Explorer is pretty much drop in. That would be you kit, find a 302 explorer and use as much you can from it. The only problem with them is you are stuck with an auto and either the AWD t-case or the Expedition case.
