upper ball joint pinch bolt

1993 4x4 ext cab ranger. I replaced the upper and lower ball joints, upper came with a new pinch bolt. Chilton manual said 48-65 pound torque on pinch bolt. The alignment bushing is in correctly, and I torqued to 65 pounds, but when I rotate the knuckle/spindle the upper ball joint stub does not turn with it, like the pinch bolt needs to be tighter. Is this correct or should that upper bj stub be "locked in" with the pinch bolt torqued down?

I think you have your phrasing mixed up...

Anyway, that pinch bolt should be super tight. Mine wasn't the first time I took it for an alignment and they said I had bad ball joints. With only 22 miles on them!!
