Up under the donut spare

I was messing around with the spare tire, lowered it down and painted the rim. Up under the truck bed, hidden by the spare is a plastic device about a foot long that has several small vents/holes in it which are plugged with bits of gravel and road dust. Before I poke around and break something perhaps someone can help me out and tell what this device is. 2007 Ranger, 2WD, XL Thanks.

Male or Female truck? Could be a fluid waste hole? >_> Just kidding mate but i am looking up the specs and parts online to see if i can figure out what it is.

Edit: Did some google searching and as far as the black box with vents, this is what i came up with
"Those black objects are the charcoal canister(s). They are part of the Evaporative Emissions system."
So for now, that is all i could find. I hope this helps, you can always call the dealership and ask them.

That's it! Thanks. I'll approach it carefully and try and clear the vents. I have a hard time getting the tank to fill...maybe these clogs are part of the problem.
 
Why is it under the bed? All the older rangers have them under the hood.
 
i just hit mine with the power washer and cleared out all the grime. it didn't hurt mine a bit, i was actually shocked at all the crap hiding up there since i wash my truck at an automatic car wash once a week..

They almost certainly. Pull the very last hose off, the one that has one end just open to nothing, and blow compressed air through.

I spent one summer doing nothing but changing oil and blowing spider webs out of the canister vent lines. For some reason spiders like to climb up in them and build webs. It blocks off the vent tube and causes the pump to click off every few seconds.
 
I don't see one under my 99 Ranger. I guess my year is not built in the same location? I hope it is not missing....but I bought it brand new.

Its in the same location. I was inspecting mine the other week when I had the bed off.
