Turn signal clicking noise won't stop

That clicking noise when you use your turn signals or have your hazards flashing will not stop. Even if I turn the car off it continues. All of my signal lights work like normal. Hazards work, and they show the flashing on the dash as well. The only time that clicking noise stops is when I have my foot on the brake. I checked fuse number 17 for the flashers, it's good. I tried throwing a part at it and changed the brake light switch that is attached to the brake pedal. No luck, so I pulled that new one off, that's going back to the store. Any ideas of what it could be? I read it might be the signal relay, or might be the multi purpose switch. Thanks for reading!
 
The clicking noise is a relay. The truck will be figuring out which one. Even though it sounds just like the turn signal flasher, it’s obviously some other circuit.

You could try removing fuses, one at a time until it stops. That would narrow it down to the right circuit.
