Can a turbo from a ford probe be put on a 3.0 ranger?

Of course it can. But if I had to venture guess, it's way too small.
As long as you have the ability to do lots of fab work, or the money to pay somebody to do it for you, then it should work. As Hahnsb2 said, make sure it's an appropriate size for your goals with the truck.
